Entre las escasas innovaciones destacan aspectos de relevancia fundamental, tales como la introducción del Referéndum, la disposición sobre la pena de muerte, la habilitación para la reelección presidencial, el establecimiento de un sistema unicameral, la creación de la Defensoría del Pueblo, así como la supresión de la garantía de estabilidad laboral, entre otros.
